Prince William Area Continuum of Care Funding Information

Prince William County DSS is the lead agency for the Prince William Area Continuum of Care (CoC) and is responsible for preparing and submitting the annual CoC Application to the Department of Housing and Urban Development (HUD). The 2024 Annual HUD Competition NOFO has been released.

New Project Applications were be released May 15, 2024, and submitted at the following link: PWA CoC New Project Application by 12:00 p.m. on Friday, June 21, 2024. Applications now closed.

A How to Apply and Grant Writing Workshop were held for New Project applicants on Tuesday, June 4, 2024, 9AM  to 11 AM.

2024 CoCBuilds NOFO

CoCBuilds Notice of Intent submission has closed. VA-604 CoC will not be moving forward with an application at this time.

Purpose

The Continuum of Care (CoC) Builds (CoCBuilds) NOFO will add new units permanent supportive housing (PSH) for individuals and families experiencing homelessness through new construction, acquisition, or rehabilitation. The CoCBuilds NOFO outlines additional CoC Program eligible activities and costs that may be included in your application. Additionally, CoCs are encouraged to leverage funds provided for construction, acquisition, or rehabilitation of new PSH units with other funding sources to maximize the amount of housing that can be directed to meeting the needs of individuals and families experiencing homelessness.

Available Amounts: 1 project for $5,000,000

 Applications

  • Applications are to be completed by the organization that will administer the funds and must be sent to the CoC’s Collaborative Applicant for review and submission.
    • The application may include one or more subrecipients and we encourage collaborative efforts.
  • The CoC’s Collaborative Applicant must submit the project application(s) through grants.gov.
  • Number of applications permitted by CoC:
    • 1 application if there are no Tribes or Tribally Designated Housing Entities.
    • 2 applications if the CoC includes Tribes or TDHEs where one application must be specifically for new PSH units on Tribal reservation or trust land and one application from a non-Tribe or TDHE.

Emergency Food and Shelter Program (EFSP) Phase 41 (Application process closed)

The Prince William Area which includes Prince William County and the cities of Manassas and Manassas Park, has been awarded Federal Funds made available through the Department of Homeland Security (DHS)/Federal Emergency Food and Shelter National Board Program to supplement and expand emergency programs in the county. The EFSP was created in 1983 to supplement and expand the work of local social service agencies to help people with economic emergencies.

Phase 41, the Prince William Area has been awarded $180,467.00 to supplement emergency food and shelter programs and provide rental/mortgage and utility assistance.

Under the terms of the grant from the National Board, local agencies chosen to receive funds must: 1) be private voluntary non-profits or units of government, 2) be eligible to receive Federal funds, 3) have an accounting system, 4) practice nondiscrimination, 5) have demonstrated the capability to deliver emergency food and/or shelter programs, and 6) if they are a private voluntary organization, have a voluntary board.

Emergency Food and Shelter Program funding priorities for the Prince William Area include the following: Mass Shelter, Mass Feeding, Rental/Mortgage, Utility, and Other Shelter. Applications will be available on May 6, 2024, along with the “How to Apply” workshop. Qualifying agencies are encouraged to apply by 12:00pm on May 24, 2024. All applications should be submitted electronically. Public or private voluntary agencies interested in applying for Emergency Food and Shelter Program Funds made available through the Department of Homeland Security DHS/Federal Emergency Food and Shelter National Board Program please contact the Prince William County Department of Social Services Homeless Services Division (HSD) for applications via email: DSS Homeless Services [email protected].

2024 - 2026 Virginia Housing Solutions Program (VHSP)

The Virginia Homeless Solutions Program (VHSP) is a state- and federally-funded program funded by the State General Fund and the federal Emergency Solutions Grant (ESG) to support Continuum of Care (CoC) strategies and homeless service and prevention programs that align with the following goals: 
 

Virginia Homeless and Special Needs Housing Funding Guidelines

The Program Analysis and Ranking (PAR) Committee is soliciting New Project Applications that will create a new Rapid Re-Housing project focused on Housing First and Best Practices to service the Prince William Area CoC to be submitted with the Virginia Homeless Solutions Program (VHSP) Application.  The total amount of funding available for this project is $248,150 dollars.

Purpose: To provide Rapid Rehousing assistance for individuals and families experiencing homelessness for the Prince William Area CoC with a focus on serving the following programs: Hilda Barg Homeless Prevention Center, Ferlazzo Emergency Shelter & Street Outreach.

Deadline for Applications: Friday, March 1, 2024, 12:00 PM

If your organization is passionate about tackling homelessness and has the capacity to deliver impactful Rapid Rehousing services, we encourage you to submit a project application for consideration. This is a valuable opportunity to contribute to our collective efforts in ending homelessness in the Prince William Area.

Existing VHSP Grantees: Existing VHSP projects will be treated as renewals.  This means the organization will have to submit a renewal application specific to your grant funds. Existing VHSP Project Providers or Grantees (Rapid Re-Housing, Prevention, & Emergency Shelter) will receive a separate email that provides specific information regarding project performance that must be submitted to the CoC lead. Failure to provide this information will cause your project renewal to not be considered for review.

The vouchers are designed to assist individuals and families without permanent housing who are:

  • Homeless,
  • At risk of homelessness,
